While her high school classmates joined clubs, Jennifer Lagemann, 23, joined the ranks of unpaid caretakers. She lived with her grandmother, mother, and aunt. They immigrated to America from Vietnam in 1992. When Lagemann’s grandmother had a stroke, her family couldn’t find out what care her grandmother was eligible to receive.
