JOE Biden is set to deliver his first State of the Union address tomorrow night. The speech is scheduled to begin at 9:00pm ET on Tuesday and can be watched on local CBS, NBC, ABC, and PBS channels as well as on Fox News, Fox Business Network, CNN, MSNBC, NPR, and C-SPAN.
